4. As it is considered possible that enemy

firms in China and Siam may try to carry on trade

through firms in Japan and the Dutch East Indies, a Black List is being prepared for these countries and exports to firms named in that list will be prevented

by the Customs War Powers Acts.

5. With regard to exports from the countries

named, imports into the United Kingdom made by the firms named on the China, Sim, persia, Morocco, Japan, Dutch East Indies Black Lists will be stopped by the Customs. The White List system will not be

applied in this case.

6. The British Ministers at Peking and Bangkok

will communicate to you the contents of the White Liste when they are settled. Additions to the White
